|Patients Over Paperwork - Documentation Review|
CMS Administrator Seema Verma launched the Patients over Paperwork initiative, which is in accord with President Trump’s Executive Order that directs federal agencies to “cut the red tape” to reduce burdensome regulations. Through Patients over Paperwork, CMS established an internal process to evaluate and streamline regulations with a goal to reduce unnecessary burden, to increase efficiencies, and to improve the beneficiary experience.
As part of this initiative, CMS has made documentation review easier. CMS has revised the manual instructions to allow teaching physicians to verify in the medical record any student documentation of billable services, rather than re-documenting the work. This was updated because teaching physicians had to redocument most updates even when they concurred with what the medical student wrote. AAOS contacted CMS and clarified that the definitions of “student” and “teaching physician” were not changed. Also, there were no changes to who can perform what, only documentation by students. CMS further explained that residents are not students.
